18 September, 2018:Allotment of funds not yet sanctioned by the corporate office.

Workers are not getting their wages since 3 months. So, agitation programme has started in Tamil Nadu, West Bengal, Kerala etc. On the other side, the administration has retrenched a good numbers of contract workers in Punjab, Haryana and STR Circle. Continuous demonstration programme is going on in West Bengal and waiting till payment programme is going on in Tamil Nadu. In Andhra Pradesh and Telangana, workers are protesting against the retrenchment of contract labours in STR circle. In the last week BSNLEU and BSNLCCWF leadership met GM(SR) and GM(Restg.) and requested to release the funds immediately to normalise the situation. If this situation will continue the BSNLCCWF will organise the Hunger strike on 28th at SSA level through out the country. Take full preparation for the programme.

 

13 September, 2018:District and Circle Secretaries please note - Hunger Strike programme.

It has decided in the last CEC meeting held on 5th & 6th September,2018, that our Federation will organise the Hunger Strike programme at the end of September, 2018 (Preferably on 28th)  at the SSA level and in the month of October (Preferably before Puja or Dashera Festival) at Circle level. A sustained campaign programme on the Charter of Demands will organise at the Branch level in the month of October and November to popularise the demands of Casual Contractual Labours. The suggestion for conducting hunger strike programme at Corporate Office will be discuss with the BSNLEU CHQ leadership and the date will be declare accordingly. But presently, the CEC meeting has taken a decision to react sharply against the Management particularly on the issue of Retrenchment of Contract Workers, revision of wage of the Casual Labours and ensure the payment on a fix date. CHQ is trying to have with Management at Corporate Office within a short period so that we can communicate our grievances to the CMD BSNL or Director HR.

 

13 September, 2018:Retrenchment of Contract Workers in STR circle - BSNLCCWF leadership met GM (Restg.) and conveyed the resentment of the workers.

The BSNL Management in STR circle is very much rigid to retrench 15% Contract Workers working in Andhra Pradesh & Telangana w.e.f. 15.09.2018. Though they are trying to retrench the Contract Workers since May, 2018. But due to continuous struggle in Andhra Pradesh & Telangana circle the workers are still continuing their service in BSNL. Com P. Abhimanyu GS, BSNLEU discussed the matter with Director (HR) and com Animesh Mitra met GM (HQ) in Chennai. The both Circle Union in Andhra Pradesh and Telangana had conducted the massive trade Union action programme in August, 2018. Com. Animesh Mitra, SG, BSNLCCWF had discussed the matter with CGMT STR also. But still the administration is in process to serve the notice for retrenchment to the workers. Again on 11th September, com Animesh Mitra, SG, BSNLCCWF and com. Asoka Babu VP, BSNLEU (CHQ) met shri Manish Kumar GM (Restructuring) and submitted a letter on the same subject.

 

13 September, 2018:Meeting with ALC on 4th September- BSNL Management did not turned up.

Conciliation meeting between management and union held on 11th September, in presence of shri Niranjan Kumar ALC. This time, it is learnt that the Asstt. Labour Commissioner has forwarded the case to Dy. CLC. New Delhi as the BSNL Management is not sending any important officer in the conciliation process. Accordingly, the meeting was fixed with Dy.CLC (Central) on 11th September and the notice was served to BSNL Management on 6th September by hand. But the BSNL Management still remain absent in the Labour Court. Com Animesh Mitra, SG, BSNLCCWF was present there and discussed the matter with shri Niranjan Kumar ALC (Central) and it has decided that the next meeting will be held on 26th September, 2018.

 

12 September, 2018:Management proposed minimum pay scale Rs.19,000/-, for the BSNL lowest cadre – Casual labours rate should be revised accordingly.

Management has proposed the minimum pay scale Rs.19,000/- for the lowest cadre in BSNL while the minimum pay scale in Central Government is Rs.18,000/-. Then, what is the problem for the management to take a right decision to revise the wage of the casual labours in BSNL. Earlier, it was a stand for Management that the revision of the wages of casual labour will be taken up at the time of 3rd PRC decision. Now, the discussion has started and the Management has proposed a minimum pay scale Rs.19,000/- while the unions demanded for Rs.19,600/-. Com.P. Abhimanyu,GS, BSNLEU, Com.Swapan Chakraborty, Dy.GS, BSNLEU, Com. Animesh Mitra, SG, BSNLCCWF, met Shri Sourabh Tyagi, Sr.GM(Estt.) on 07th September, 2018, and discussed the matter. Sr.GM(Estt.) assured to take a early decision on the subject.

 

12 September, 2018:Casual Contract Workers are in continuous struggle.

It has reported in the CEC meeting of BSNLCCWF held on 05th & 06th September, 2018, in Delhi, that the casual and contract labours are very much serious to organise the trade union action programme at the grass root level. Some circle union has also organised the agitational programme at the District and Circle level. Some circle union has taken up issue at the RLC / ALC or Dy.CLC level. These programmes are being organised, on the issues of retrenchment of contract workers, the payment of wages in every month in a fixed date, revision of casual labourers wages, etc., at the circle level. The local unions are also in continuous programme at the DGM and GM level. Now, time has come to organise some powerful demonstration programme at the Corporate Office level. CEC meeting has directed the CHQ to chalk out some specific programme on this issue.
